Rewrite of the JCSA Rules of Racing
Under the direction of the Technical Committee of the Jockey Club of Saudi Arabia (JCSA), the Executive Management of the Jockey Club of Saudi Arabia has completed a comprehensive rewrite of the JCSA Rules of Racing.
The purpose of this rewrite is to:
• Modernize the JCSA regulatory framework;
• Align the Rules of Racing with international best practice and IFHA standards;
• Improve clarity, consistency, and enforceability of the Rules;
• Support the continued growth of Saudi Arabian racing and its expanding international footprint; and
• Ensure the Rules are fit for purpose for current and future racing operations in the Kingdom.
The rewritten Rules of Racing have now been approved in draft form by the relevant JCSA governance bodies. As part of JCSA’s commitment to transparency and industry engagement, feedback is now being sought from industry participants and other interested stakeholders.
Industry members, licensees, and any other interested parties are invited to review the proposed Rules of Racing and provide feedback via the link below:
All feedback on this first stage of consultation must be submitted no later than 29 December 2025. Submissions received after this date may not be considered.
Following the conclusion of the consultation period, all feedback will be reviewed and considered prior to finalization of the Rules of Racing and their formal adoption.
